In the interests of balance and fair play, Mr Kidner was told about this exercise and asked for any comments.

The whole legal process for alleged highway obstructions starts with the issuing of a Section 130 under the Highways Act. It is believed that Mr Kidner issued the first notice but despite several Freedom of Information requests to Somerset County Council they refuse to disclose the information. It would be interesting to know why.
